Words can be weapons during war time. Under conditions of hard censorship and the absence of independent media Russian citizens have no access to truthful information or alternative opinions. That's why deputies, bloggers and influencers advocating for the war in Ukraine are responsible for militant sentiments of their audiences.

Now those who promote Russian war efforts in Ukraine are fully supported by the government. Meanwhile, those who take a stand for peace face unprecedented repressions. But that's not always going to be the case. When the war ends many agents of war will change their tune out of circumstantial considerations. We won't let their actions be forgotten.

We place particular emphasis on the situation in Russia's districts that suffer from mobilization and warmongering the most.

We believe that only those proven to directly support Russia's military action, regardless of their place of work or party affiliation, should be included in such lists. We support all anti-war initiatives and believe in the power of civic society. Therefore we create tools to include activists in our work.

We believe that the possibility of getting onto public lists may cool the ardor of most agents of war and dissuade them from continuing their warmongering, especially in the districts of Russia.

Furthermore, existing international instruments may significantly lower the quality of life of these people: increase reputational costs, reduce the number of international contacts, undermine the opportunity to live and work abroad for them.
